§ 40-248. Effect of frost or freezing weather on installation.

  • (a)

    Installation of water main extensions will not be allowed when the ground is frozen unless the applicant agrees to pay for additional cost involved. The utility shall determine when frost conditions are encountered and will notify the owner or his/her authorized agent in advance when such condition is in effect.

    (b)

    Any street or public service strip in which a main is to be placed should be graded to an established grade elevation as set and approved by the city engineer. Any additional cost involved in installing a main in a street or public service strip that is not to grade will be charged to, and made a lien upon, the property fronting on said extension. The contractor shall be responsible for maintenance and repair of any main extension for a period of one year after completion and approval unless specific written agreements specify otherwise.
