§ 4-1. Form of government.

  • The city is a state political corporation, has the powers and privileges afforded cities under the constitution and laws of the state and of the United States of America. Its corporate authority is vested in a mayor and common council comprised of the mayor and eight alderpersons, two from each of four aldermanic districts. Commencing with the spring election in April of 2020, the mayor is to be elected for a three-year term, and the alderpersons are to be elected for two-year terms on a staggered basis with alderpersons for district 1 seat 2, district 2 seat 4, district 3 seat 6, and district 4 seat 8 elected in even years and alderpersons for district 1 seat 1 district 2 seat 3, district 3 seat 5, and district 4 seat 7 elected in odd years.
